You can register your team and upload your application documents on web site :robot.meb.gov.tr until 22 March 2019. After pre-evaluation, projects that are accepted for competition will be announced in web site: robot.meb.gov.tr on 25 March 2019. No extra time for correction  will be given to projects which are eliminated
